The card is sent from Asten, a small town (may be even a village) in the North Brabant province of the Netherlands. The place is known for its Museum of Bells which was recently renamed into Klok and Peel Museum. The writing on the card, 'Asten klinkt als een klok' is a reference to this museum (and literally means 'Asten ticks/rings like a clock').
I bought the card in the local VVV (information center) and sent it from the village itself.
