Depicted is the Kazan Wedding Palace in Kazan, Tatarstan, Russia. Built in 2013, the building resembles a cauldron ('kazan' in Russian) and is a witty play of words, a paraphrase of the name of the city itself.
The stamp with the painting by Alexander Sytov is from on ongoing series of postal stamps dedicated to modern Russian painters: https://www.stampworld.com/stamps/Russia/Postage-stamps/g2151//
The second stamp commemorates 150th anniversary of the Universal Postal Union.
